This database (actually a CSV file) is a list of UK telephone area codes (aka STD or dialing codes), along with the major towns that they cover. The file contains just over 4,000 entries, and was last updated April 2009. Here's an extract:

In most cases, each outcode has multiple towns associated with it. Naturally this list does not include non-geographics numbers (eg those starting 08 and 07)
